RESUMO

Este artigo apresenta algumas características dos estudos sobre políticas
culturais na América Latina, explorando as hipóteses que envolvem
o conceito, a importância da abordagem desse tema no campo da História
e alguns exemplos de expressões que, em diferentes momentos do século
XX, tensionaram e interferiram nas políticas culturais governamentais,
no México, no Uruguai e em Cuba. Ao abordarmos essas experiências,
destacamos a relação das políticas culturais de determinadas instituições
com as políticas culturais governamentais e os projetos políticos vigentes;
seu impacto no meio artístico e intelectual, inclusive em âmbito internacional,
e os debates que suscitaram sobre o papel político da arte e do intelectual
na América Latina.

ABSTRACT

This article presents some characteristics of studies on cultural policies
in Latin America, exploring the hypotheses that involve the concept,
the importance of approaching this theme in the field of History, and some
examples of expressions that, at different times of the 20th century, tensioned
and interfered in governmental cultural policies in Mexico, Uruguay
and Cuba. When approaching these experiences, we highlight the
relationship between the cultural policies of certain institutions and the
governmental cultural policies and current political projects; its impact
on the artistic and intellectual milieu, including internationally, and the
debates it raised on the political role of art and the intellectual in Latin
America.
